Who can apply
An ACCES-VR applicant must be at least 14, have a disability, and be available and willing to participate actively in vocational rehabilitation.
Eligibility requires a physical or mental impairment that substantially impedes employment, capacity to benefit toward an employment outcome, and a need for VR services. Eligibility is not a guarantee of any particular service.
What the application needs
A complete application provides name, contact information, date of birth, gender, disability, signature, and date. A parent or legal guardian signs for someone under 18 or with a legal guardian.
Disability records, SSI or SSDI evidence, treatment plans, IEPs, and 504 plans can support eligibility but are not required to register the application. With written consent, ACCES-VR may help obtain them.
The IPE is the operative document
Services follow an Individualized Plan for Employment identifying the employment goal, the agreed services, start and end dates, providers, progress criteria, and comparable benefits and cost responsibilities. It must be approved and signed.

They are distinct routes with distinct plans, and the IPE explicitly addresses comparable benefits and cost responsibilities. Which one applies, and in what order, depends on the person's situation and is decided by those agencies.
